Hi, I think it can handle 4 fat bikes but it also depends on their flat bars - if they are too wide they can cause friction to each other - paint chips and scratches. You might also want to try this one https://www.subaruonlineparts.com/sku/soa567b050.html - a four bike capacity hitch-type bike rack. This is what I'm using, sturdy and no play.
