Why is the v brake arm not moving?

I am installing new v brakes on my mtb.
Everything grand so far but when I insert cable into bolt on the brake arm and tighten it down, the brakes are too tight on the rim.
I opened the bolt again, released some cable and adjusted at the brake handle now the arm with the cable bolt does not move out after being pulling the brake.
There is no screw underneath that I can see to adjust centering..
Make of brake is Saccon.
Can anyone advise?
My problems seem to be around pulling the cable, cable tension and position of the brake arms.

there are individual springs with adjustment screws for each brake arm.

Take a look at "How to Adjust V-brakes" above.
