I am not familiar with that specific serial number format. It may provide a date, model, and/or production number; but unless someone knows the bike's brand it won't help much.
Just looking at it, I would say that it is a 70s sport/touring bike. You need to provide close up detailed photos of components showing any markings that give brand/model' as well as photos of the frame conjunctions/lugs and any decals which might still be present on it. I could not enlarge your photo where it helped due to poor resolution. Also, take a full view photo of the drive side of the bike. The bar is obviously turned 180 degrees and would need to be removed from the stem to properly position it (remove bar wrap, brake lever and shifter from one side).
Depending on the components and frame it might be entry level to mid level in quality/performance. Most low end bikes of that era did not come with bar end shifters and quick releases (if I am seeing the photo correctly) for the wheels. That only applies if those components are original to the bike. There may be some date codes stamped on some components which can help date the bike; again, only if they are original components. Looks like there is a saddle cover/pad on it so it impossible to determine saddle type/quality. If the saddle (if original) is a leather one then that might also indicate a better quality bike. The cover may have been put on for comfort or to cover a damaged saddle.
If it functions well then by all means ride it. If you plan on selling it would probably be in the $75 range (maybe up to $150) unless components and frame are of a high quality.
