Shifter or derailer

I have a Shimano sis index shifter and shimano Altus derailer. I took it out for a ride and the shifter will not stay in place other than 3rd gear any other gear I put it in it pops right back into 7th gear. I sprayed shifter the best I could while still on bike. Just keeps doing the same thing. Any suggestions ? Thanks Richard
