Rarely seen, but not rare. Mass produced bike from the 80's (mid 80's if the derailleur is original, 1984 IF the serial number is an obvious date code). Probably made in Japan, Taiwan? The TANGE 900 DB tubing was drawn to the same thickness as some of their higher end tubing, but I believe it was seamed tubing and thus one of Tange's lower end tube sets. It should be fairly light (<26lbs?), but it has a lower end group (Sun Tour AR derailleurs, heavy/steel sport components). It should make for a decent bike depending on its use, but value is minimal; $75-$100 if everything is in good working order with good tires/tubes. These types of bikes are regularly on Craigslist for $50+ depending on condition, "manufacturer", and components. Sometimes higher end frames had "poor" components on them just to provide a budget option for the market. I'd be curious to know what the weight of the frame and fork is stripped of components given that it's a double butted frame and would be the most valuable part of the bike in my opinion (I'd buy the frame if I ran across one for cheap just to see).
