Blocked front derailleur?

I just changed the Altus lever (ST CT-15) on a mountain bike that had been sitting in my basement for a while.

Using the lever, I can't have the front derailleur move up or down (left or right) for an unknown reason and I can't move it with my hands either.
I've tried to spray some penetrating oil, but to no avail.
Is it possible that a front derailleur gets blocked? Does that ring a bell to someone?

It's possible for a derailleur to seize up, but that would usually be due to heavy damage or corrosion and it doesn't look like you have either.

It could be the cable it binding somewhere as that would lock the derailleur in position. I would try detaching the cable and checking to see if the der. and shifter/cable move normally once they're separate.

I found the problem.
The two screws were so tight that the derailleur couldn't move.
