I was wondering how would you go about fixing this (ignore the failed duct tape fixes everything approach)?

looks like a cable housing - replace very inexpensive; it is not repairable.

What is that, a Peugeot? You just need a new cable & housing, like he said. You may as well do the whole bike, cable sets start under $10, if you have some decent cutters you're set.

Yeah it is a Peugeot, my brother found it in a storage unit. I guess I'll just shell out the 10 or so dollars for a new cable. Do I need a specific kind?

If you are going to just replace that cable most bike shops around here will cut 1 cable & housing, the way you need it, for $8-$10. Just remove it from the bike & take all of it into the bike shop with you.
You can get cheap cable kits from Wal mart, Bell cable repair kit, under $10. I consider it low quality, but I use it when I need a low $ repair. Your bike probably needs road bike cables, rather than mountain bike cables. A lot of sets, like the Wal Mart Bell cable repair kit come set up for either.
See how to cut housings & cable online in the repair guide at the top of the page, on You Tube, or here.

The type of housing you need is "shifter" housing. You can get away with using "brake" housing for the shifters, but you might have problems with shifter adjustment. Note that you CANNOT go the other way. Never use shifter housing for brake cables.
