Setting height of front derailleur

When measuring the clearance height of the front deraileur over the large chainring, do you take the measurement when the deraileur is in situ on the seatpost or do you first push it out over the chainring?

Push it over the larger chainring... Should be 1-2 mm over the chainring so it doesn't touch it!

Try sliding in a penny and if it is a perfect fit I think its good in terms of height.
