27" Wheels sets

I am rebuilding an old 10 speed into a touring bike. the old wheels are 27"X1 1/4, and I am having trouble finding replacements. I've tried Jenson and Price point. Could I just use 700cc tires? I am now riding 30-50 miles per ride, hoping to get my century next year.( I'd like to do that comfortably Smile) I would like the new wheels to be quick release, and light. Also is a quick release wheel compatible with the drop outs I have pictured for my rear wheel?
