I personally like GT bikes. You can get yourself an L frame or XL frame and it should fit well.

I have noticed that the L frames don't tend to be well-received for people over 6'. I see them selling theirs all the time as though they were dissatisfied with the fit. They are like for 5'10" to 6'1". You will want to seek out an XL frame maybe.

For city, you can get an Aggressor or Pantera model and swap out the tires for urban ones. Everything else should be perfectly fine. Transeo models offers a hybrid option, which will give you road wheels and flat bar cockpit. Road bikes from GT include the GTS and the Grade. Both should be perfectly ridable from stock, but they are also priced beyond the $1,000 range.

Certainly, your local craigslist and Facebook marketplace is a great place to check and see if anything used is available in your area. Everything will likely need to be overhauled though, which can run the price of a new bike in the end. It certainly helps to be able to do the work for yourself.
