Brake adjustment

I believe I have the cantilever style brakes. One of the brake pads is rubbing against the rim. I tried adjusting the screw all the way in to move it away from the rim, but when I pull the brakes, the brake pad goes right back against the rim again. How do I get the brake pad off of the rim permanently?

Check the following.
1. the wheel is central in the frame, and not running out of true. ( some cheap bikes come out of the factory like this and little can be done about it except adjust for it)
2. the brake spring on each side is in the same hole in the plate behind the fork leg.
3. the blocks are equally positioned on each side.
4. disconnect the cable, run the adjusting screw out on each side and feel if the spring tension is the same on each side.
5. is one side seized up, remove, clean and lube.

What type of brakes do you have?
Good maintenance to your Bike, can make it like the wheels are, true and smooth!
