Front derailleur not shifting - inner wire slackens

Hi people.

I Have a Giant Alu-lite and had a 9-speed Shimano Deore fitted over a year ago. I haven't done many miles on it, but came to use it recently and the front derailleur is stuck on the 3rd (largest) sprocket. Try to change down the gears and the inner wire just slackens off. Any ideas of how this has occurred and the solution please?

Note - the rear derailleur changes gears fine.

Disconnect the cable from the derailleur and start from there.
Try moving the derailleur by hand. It may be just stuck and needs some lubrication.
Ride hard or ride home alone!

Cheers, it was seized from where i was riding in the salt earlier this year. Ive managed to free it.
