sram xdr cassette installation

I am trying to install a new SRAM cs-xg-1290-d1 cassette onto a new Mavic Cosmic SLR wheel. The hub on the wheel is XDR, I can see the threads on the hub body for the cassette. When I slip the cassette onto the hub I see the splines of the cassette slip into the cogs on the hub. I am using a Park Tool FR-5 cassette lock ring tool for the procedure. The depth of the splines on this tool is about 7.5 mm. The problem is that I cannot get the lock ring tool to rotate at all. I have used as much force as I dare to use for fear of damaging something. It would seem that the tool should turn fairly easily initially. I have tried putting an inward force on the tool while rotating it. What might I be doing wrong?

It is really difficult to know when we can't see it.

Maybe start by asking the company that makes the hub or wheel, if that cassette is correct for it.
