Thanks for doing that research. It does look very similar. I'll use that as a reference when searching for other rings of like design. The time frame also fits perfectly, I doubt my frame or ring is from the 20s or 30s, but who knows.
I just saw your Colnago; but this track frame is on a completely different spectrum. I would post it on one of the European sites (Tonton-velo for one). You may get some info from them that might identify frame builder and year.

Last information I have received regarding this frame is that it is a Belgium brand (Fons [or Fonne] Mertens bike shop in Lier, Belgium), and also most likely a Belgium build from the 1940s, possibly pre WW2. Fons apparently sponsored the "Mertens Sport" team from 1946-1952. I am still trying to find some photographic evidence to support this claim. So far, I haven't even seen another bike or even a head badge with the same name on it. It would now seem that it is rarer than I first thought.
Quick note on your chain wheel/crankset. I have seen the same basic chainwheel design on Nervar and A. Duprat cranksets. The Nervar seems to be a much newer one than the Duprat. Both had crank arms marked with their names though. Those are both French companies so they may still be the manufacturer of your set, but selling as unmarked/generic sets to dealers or bike shops who eventually fit them to specific frames.
I'll take a look at some of my older stuff and see if there something similar. I know a couple 1930s bikes/frames I have do not have a slot like that (both road bikes). It does seem odd for it to have sustained that type of damage. Only thing I can think of is someone trying to use a smaller headset with an ill-fitting stem, but that's a stretch. Headsets of that nature were generally only different in thread type, but not diameter. How did you fix it?
