workable fix for low impact easy riding?

I was in the process of putting upright handle bars on an old mountain bike frame.. ( help take the pinching out of my neck when i ride)
I noticed a small hairline crack in the headset (i guess that is what they are called ?) I am only looking for something i can go out and ride simple flat probably paved trails.. to keep my circulation going.

i would love to have bigger more fun adventures but not sure my body will allow me much riding like i used to do. Rather than spending $ on another bike i might not be able to use I am wondering if I can patch this up to serve me for a while.

my idea JB WELD Marine (heard that is extra strong) and a hose clamp.

A hose clamp will do more good than the JB weld compound. You could get the headtube spot welded for pretty cheap (<$20); would have the headset welded into the headtube to provide more support if that bearing cup is usable. Of course, not a good place to have a crack either and to still plan on riding it. You never know how much stress it can take, repaired or not.
