Crank arm help

I'm trying to remove my crank arm, but there seems to be this steel cap that I need to pop off in order to get to the bolt. I've tried using a screw driver or anything remotely skinny enough to wedge in there...any ideas?

Does the cap have any slots where you can fit a big screwdriver or flat tool in to turn it, or is it a solid surface? (you can upload a photo here if you want).

If it's a dust cap, there should be a notch somewhere on it where you can pry it off with a flathead (-) screwdriver. Otherwise, you might have to give us more detail so we can figure out what it is you are working with.

Why is it that they make adult bikes that'll generally work for 5'9" or above, yet when you pedal these same bikes they only work for someone who is 5'4" or so?

it's just a flat surface, I've been trying to look for a notch but no luck. I'll try to post pics soon
