Is there a name on the tag between the shifter or on the one below the seat.

it looks like someone's build. The frame looks '80s, the 36 spoke wheels also suggest that sort of vintage. The brakes are much newer, as are the aero levers. The stem suggests older also. The crankset looks newer.
