Weird Metal bar

Hi,

I am doing up a fixie for my wife.

When tryin to replace the the back wheel there is this weird metal bar which keeps hitting the bars that hold the back wheel.

The back cassette will not spin without the metal bar spinning.

I can't figure out how to take it off or how to make the cassette spin without the bar.

Any guidance?
