Done.

My SR has a Bell Radiant light set (front and rear) that was $15- at Wal-mart; so less than the ranges you provided.

For me, lights are so that others see me, not so much for me to see things.

My SR has Sunlite fenders that were $18-, my World Tourist has SKS Commuter fenders that were $25-. Also nipping at the very low end of your price ranges.
