Can anyone tell me what the little allen screw is for ?
and what is the complete part called in the picture?

Is it a quiz and is there a prize if I get it right?

It looks like a V-brake arm to me, and the little screw is to adjust the spring tension so you can center the brakes.

yes there is a prize. its a rusty bike spoke, but you will have to pay the postage if you want to claim the prize...
