Do wheels have a specific size?

When shopping around for a new road wheel, I noticed that they all say 700c. My tire says 700x25c so is the width on the wheel universal or?

700c is a standard size in road bike wheels. This refers to the diameter.
Most race style bikes etc come in this size.
25 is the width of the tire and this varies depending on the style of riding and also the rim width.
You can probably fit a slightly wider or narrower tire if you wanted to.
If you check out Sheldon Browns website he explains:-

Be careful with some rims as they are designed for tubular tires (commonly referred to as "tubs".).
These do not take normal tires with tubes.
Ride hard or ride home alone!

You need to check the type of fitting for your gear block, is it screw on or cassette, your rim width, narrow for a racer or wider for a hybrid, type of rim, single wall or double wall, can you swap the gear block, it needs special tools.
I suggest you take your ex wheel into your local bike shop, they will probably have what you need in stock and will sort you out.
Oh, and why do you need a new wheel, if it needs truing, they can do this also.

I cracked my rear wheel. It came stock with my bike but it was recently owned by my uncle. I put over 1000 miles of hard riding on it but I don't know about him.
