Bike brand “Perfect”

Came across a bicycle branded “Perfect”. Looks to be from the 80s. Single speed, steel frame, very intricate head tube, quality paint job (blue), SR stem, heavy steel wheels and short pull dia compre brakes. The flat bar and brake levers are not original. Does anyone know of a brand “perfect’ and who may have built their frames? Thank you in advance.
