Overlubed chain

I cleaned and then lubed my chain with Finish Line Cross Country oil - (I used a Park Tool chain scrubber with degreaser only. I had run out of the White Lightning Chain Lube & Degreaser Combo.) I must have over applied it, because it has sprayed multiple black dots all over my rim and white-wall tire when I hand cranked the pedals to spread the lube over the drivetrain. Non-dilute degreaser won't remove the stain spots from the whitewall tire. Two questions: What will safely clean the tire and do I need to be concerned about anything else (such as the finish on the frame, attraction of too much dirt and grime, etc?). I used a dry rag to remove excess lube, but it wasn't enough to prevent the inevitable spotting!

There's stuff you can get at auto parts stores for cleaning white wall tires. Might dry out the rubber over time, but it does clean well.
I suspect you had not gotten all of the cleaner out of your chain before you re-lubed it. Left over cleaner will thin out the oil which might explain why it sprayed so bad. It will also dilute the oil enough that it won't lubricate as well either. Make sure you give your chain the chance to dry out completely before putting new lube on it.

I actually use eagleone to clean my tires whenever I am servicing a bike and really want to wow the owner. It gives them a nice shine and cleans them, the shine doesn't last forever but it does work.
