Sette 29er Frame

So the reason I got into this site is because I bought a Sette Razzo frame online for like a hundred bucks. I put the cheapest possible components on it and have been riding it a lot. I only had to buy a few parts for it. I took apart a schwinn bike my mom had and used most of the parts.

My question is; What is the first thing I should upgrade if the only thing worth keeping is the frame?

take it the wheels are new or was the old one a 29er ?

I guess I need some new wheels. I am using a 700c set from a wicked awesome schwinn cruiser. Huge mistake, as I learn more about bike mechanics, it makes me laugh at myself to think that it would work. I really had no idea what I was doing.
