Any bike you have is better than none. Thats a very broad question.
A broad answer is that Schwinn is Schwinn in name only. It is made in China and sold at chain stores. They are made to look like expensive bikes like the Walmart bikes.

Fuji is an old company that is still around. Their bikes were first made in Japan, than Taiwan, maybe now China. Fuji makes some high end bikes.

Learn about frame materials first. Find the best butted frame 4130 cromo and other quality frame materials. Than check wheels and component quality. It varies from bike to bike.

George is correct. Learn all that you can about the components of the bikes. If the bikes are both used, it comes down to what you can afford and which of the two bikes has the better components. If the two bikes you are deciding on are new and at your LBS, look at the drive components that are on both of the bikes, then go to the manufacturer's web site and see what components the bike should come with. If the bike was made toward the end of the model year, makers are apt to put other parts on the bike rather than wait for an order to come in, if they are out of stock for a particular component. Sometimes they downgrade, sometimes they up grade the components, so you should know if the cost of the bike is worth the offset in the components it comes with. Then, start looking at different bike shops on-line and see what they sell the components for. For example, if the bike you want sells in the 1K range or higher and the rear derailleur only sells for $35.00, something isn't right.

Everyone gave you excellent advice but it doesn't take in depth study to reveal that Fuji is big step forward from the average Schwinn. Schwinn still puts out some decent bikes in the higher end but most of the rest is department store stuff.

This is a true statement, but if comparing a Fuji to a $98.00 Schwinn from Wal-Mart it is obvious that it is in no way in the same class as a $700.00+ Fuji. My LBS is primarily a Schwinn dealer that also sells Giants and other brands. The Schwinn's in his shop are by no means department store stuff. When comparing apples to apples, it pays to do a bit of homework so you don't get burned.

In the broadest sense of the term "better" I would probably say Fuji. But you haven't given us any guidelines. If you are referring to classic road bikes then some models are pretty much equivalent.

Define "better." Better price, better looking, better quality, better ride, better warranty, what are you talking about?
